Suhrita’s extensive career in management consulting is distinguished by her success in serving the infrastructure, real estate, and construction industries. Suhrita’s experience includes: (i) Strategic advice for project development and financing of large scale real estate and infrastructure investments;. (ii) Infrastructure and real estate portfolio planning, financing; (iii) Construction Project and Program Management; (iv) Governance, risk and compliance assessments; (v) Asset management; as well as (vi) Feasibility studies, procurement advice, risk assessment, and project finance for alternative delivery across multiple sectors. Previously, her career has spanned leadership roles in two Big Four consulting organizations as well as in global engineering and consulting firms. With the privilege of a career that has spanned both financial and technical advisory roles; she has been at the forefront of the evolving P3 landscape nationally and internationally and has participated from both public and private sector perspectives. She is an Expert P3 Advisor with the US Department of Treasury’s Government Debt and Infrastructure Finance program and an Expert Risk Advisor to the Funding Committee of the Board for the North American Development Bank.
As a published author and presenter with a strong industry presence, she has received recognition as a subject matter expert globally. As an adjunct professor at Columbia University & CUNY, she has taught graduate courses in infrastructure and real estate. Suhrita is also an alumnus of Columbia University, and a PMP. She was selected as ‘WBC’s outstanding women 2016’ in Alternate Delivery, by the Women Builders Council, New York, and awarded ‘Leading Women in Global Advisory’ by IWLF Mumbai, India.

Mr. Richardson is a highly qualified manager and finance/corporate attorney with 25 years’ experience in infrastructure development, finance & regulation (energy, including co-gen and IPP; transportation, including ports, airports; road and rail; water and solid waste systems; education; and healthcare), with specialties in privatization and public-private partnerships (“P3”). Representative engagements include the following: private companies, government issuers, and underwriters in securities offerings; portfolio companies for equity funds; corporate law and governance; and corporate finance. He is skilled at managing teams to complete complex projects & transactions on time, including in cross-cultural settings. Through his experience, he has developed a keen sense of operational matters and the management skills necessary to achieve objectives imposed by financing parties.
Lloyd has been a Partner at the law firms Williams Mullen and McGuireWoods LLP, an Advisor to the US Department of Treasury, and a Foreign Service Officer at the US Department of State. He was named to “Best Lawyers in America” by his peers in public finance from 2007 to 2014. He has worked extensively advising boards of directors of governmental, nonprofit and for-profit entities. Lloyd is trained in international development economics and has emerging markets experience in China, Taiwan, India, Central & South Asia, Eastern Europe, and Africa. He has trained over 100 officials of developing country governments in international best practices for PPPs. Lloyd is accomplished in Alternative Dispute Resolution, including as a FINRA arbitrator/mediator. He is a published writer and holds degrees from Brown, Princeton and Columbia.

Charlie Shorter is a senior transaction advisor for Public Private Partnerships, and a specialist in real estate markets and finance. He has over 30 years of real estate and infrastructure industry experience involving market and financial feasibility analyses, economic impact studies, structuring public/private development partnerships, creating strategic approaches to large-scale mixed use projects and advising in negotiations with developers. He has extensive expertise in urban revitalization, transportation and transit oriented development, with emphasis on developer solicitation/selection, and implementation strategies for public-private ventures. He is an expert in successfully leading a public procurement process through RFQs and RFPs.
Charlie was the Leader of Ernst & Young LLP’s Public Private Transaction Advisory practice and also a Principal at Arthur Anderson LLP. He is currently a board member of the Association of Governing Boards of Universities and Colleges (AGB) as well as a Trustee for the City University of New York, where he serves on the Real Estate and Facilities Committee. Charlie is also a board member of the New 42nd Street Corporation which is responsible for developing the theaters and retail along 42nd Street in the Times Square area of New York City. He is member of the Urban Land Institute (ULI) where he serves on the Public Development Infrastructure Council. A frequent lecture/speaker on real estate trends, Charlie was for 20 years an Adjunct Faculty in the Master of Science in Real Estate at the Columbia University. He holds degrees from Princeton and Columbia Universities.

Peter Gilpatric aligns the needs of the private sector real estate and capital markets with public sector opportunity, policy and process to achieve highly successful developments for both private and public sector clients. Peter was previously a Principal in the national real development firm LCOR, and working as a private developer, has implemented major public private as well as private developments and financing of social assets. Peter has direct experience with major development projects including PPP projects, mixed-use development projects with a TOD focus, transportation projects involving rail, bus and airport interface and a large privately held science and technology center.
Peter is an expert in land use strategies including leases, land value capture and other financing mechanisms for social infrastructure projects. During his career Peter has participated in the development, design, financing, marketing and management of over 10 million square feet of complex mixed-use spaces often in conjunction with public partners and requiring the integration of transportation facilities. Peter has leased over 3,000,000 sf of office and technology space as an owner, tenant and advisor and sold over $500,000,000 sf of various assets as an owner and advisor. Peter has led project teams to entitle and develop most of these projects with the singular objective of achieving high and best use and value of a property within then current real estate and capital markets.

Chris has supported infrastructure transactions in a broad variety of sectors including transportation and energy. He is an accomplished Infrastructure Finance and P3 specialist and has directed, arranged or advised energy and infrastructure investments encompassing over $7B in transaction value. He has advised owners and partners at national government, state, local and institutional levels, as well as private corporations, worldwide. His experience with public officials, clients and partners covers the full transaction process from strategy formulation and deal origination to value for money and recommendation, to project and M&A proposition, consortia development, contracts preparation and negotiation to financing close. Over the most recent 8 years he has advised or directed significant and high profile investment pursuits for developing country stakeholders specifically, leveraging a 17 year track record of PPP and M&A for OECD energy, transportation and institutional assets for owners and sponsors in US, Canada, Europe and Asia.
Chris has led two developing country governments to their first national infrastructure PPPs. Chris’s project finance experience includes Cogeneration Facilities, Waste-to-Energy PPPs, Offshore Wind investments for Ports, JFK Airport, Edmonton International Airport, Incheon International Airport cargo terminal BOT etc.
Chris was the Special Advisor to US Dept. of State; USAID where he was the lead PPP policy advisor and transaction specialist for Multi-lateral co-financing for renewables, natural gas, and transportation. He was also the Director of Enterprise Growth Solutions, AECOM and Senior Business Consultant at BearingPoint.
